In the field on a user's profile for "County where Staff Primarily Operates", there are cases for when this is harder to identify or note such as with Tribal members.

Suggestion would be to add in another option for "No primary county" or "NA" since this is a required field, otherwise we may be asking admins to add in data that is not representative of where they operate.
