Rethinking Affiliations Cap Feature

Southern Academy is looking at ways the Affiliations Cap could be used / function differently. I am outlining below the current functionality and what we are proposing. Would love to hear how you all are using this feature. Thanks!
- Current functionality serves to limit affiliations to a specific number. It prevents them from going higher. It does not hold those spots though.
- Example of current functionality: 15 spots can go to Los Angeles County and the rest unallocated. Instead of Genius holding 15 seats for LA, the function works as a block to not let LA enroll more than 15 people. It does not guarantee LA gets the seats.
- Proposal: Slots are set at the affiliation level as "holds/reserves" on seats. Any seats not reserved are first come first serve.
- Example: Section has 30 seats
- 5 are allocated for San Francisco County
- 5 for San Diego County
- 5 for Yolo County
- 5 for YMCA
- The remaining 10 can go to any of the affiliations at the section (could be outside of what is listed) and it could allow for YMCA, for example, to get 15 seats (5 of their original allocation + the extra 10)
