Currently, if a section has slot allocations when a learner is added onto the waiting list the learner is bound to the slot allocations at that time. This means if we change the slot allocations, it does not move learners from the waitlist to the roster and new learners enrolled under that affilation would actually hop ahead the waiting list if slots change.

Is there a way to make this automatic?
